Suitable for:

This module aims at developing practical skills among the learners on the applications of participatory tools and techniques to carry out community based assessment including identification & analysis of community assets/resources, community capabilities and their priority needs. CPA tools & techniques is designed for field level programme managers, programme development officers, community facilitators, local government officers, community leaders and other development practitioners who are interested in promoting good practices in humanitarian relief and development field. Practitioners of community based disaster risk management, post conflict / post disaster humanitarian relief, reconstruction and development sector get equal benefits with these participatory tools.

Course covers:

 

 The 5 modules aim at enhancing an understanding of community participation among learners, familiarising users with participatory tools, demonstrating their rigorous application throughout the
project management cycle in order to obtain the best outcomes in community based disaster risk management, post conflict / post disaster relief, reconstruction and development programmes. Emphasis is placed on tools and techniques to identify, organise and utilise community based knowledge and resources for effective mobilisation; organisation and empowerment of the community as a whole.

This 4 day module aims at developing practical skills among the learners on the applications of participatory tools and techniques to carry out community based research including identification & analysis of community assets / resources, community capabilities and their priority development needs.

Course Content:

  • Introduction to Community Development: definitions, concepts issues, causes, remedies and success indicators of community development in Sri Lanka
  • Introduction to community mobilization (CM): definitions, need for community mobilization, CM cycle, roles, responsibilities, skills, attitudes & behaviours of a community mobiliser; 5 strategies to be a good mobiliser
  • Introduction to Community Participatory approaches (CPA): definitions, concepts, degree of participation, importance and challenges in the application of CPA; principles & outcomes of CPA,  steps & processes in CPA, introduction to CPA tools & techniques
  • CPA Applications: promoting participatory approaches as good practice in disaster risk management, response, relief, reconstruction and development context
  • Preparations for CM/CPA: Are we ready for CPA?- team composition, community sensitization, partnerships; stakeholder identification
  • Features of community based participatory research: CPA processes, development cycle, phases and steps in CPA; primary & secondary information; triangulation; biases; myths and misconceptions about participatory tools
  • Tools & techniques for data collection: resource / opportunity / mobility mapping, transect walk, village historical profile, seasonal / daily calendar, semi - structured interviews, key informant interview
  • Tools & techniques for data synthesis & analysis: stakeholder analysis, trend analysis, gender/age role analysis, problem analysis, needs identification, focus group discussion, prioritization
  • CPA Research report: essential features, content, users, & applications of the CPA report

 

Course outcomes:

 

By the end of this module the participants will be able to:

1. Define community, community development, sustainable development & success indicators

2. Define community mobilization, its importance & application, mobilization cycle

3. Understand concepts of Community Participatory Approaches (CPA), their importance, applications and challenges

4. Understand the application of the participatory tools in disaster preparedness, post disaster relief-reconstruction-development context

5. Understand the roles, responsibilities, attitudes and behaviour of community mobilisers and practice them to sensitize the community

6. Identify, select and practice appropriate and culturally sensitive CPA tools for multipurpose community based participatory research / needs assessment

7. Assist the community to identify and prioritize their resources and development needs

8. Prepare a multipurpose community based research report that can be used by all stakeholders

Cost:

Band A - LKR 12,000 Staff members of local or nations NGOs, local government officials, CBOs and other Sri Lanka charity organizations Band B - LKR 25,000 Staff members of international NGOs, charity organizations with headquarters outside Sri Lanka, Red Cross societies (PNS), UN Humanitarian agencies Group offer: for three INGO applications, the organisation will receive one free place for its local partner organisation. For five applications from a local organisation, one free place is offered. This fee is subsidised with funding support from BIG LOTTERY FUND. This is a non-residential workshop and fee includes course materials, lunch and refreshment during the workshop.
