Humanitarian Coordination

The Cluster approach is designed to promote better coordination of humanitarian activities following a disaster. It was introduced in 2005 following the Asian Tsunami to improve the predictability, timeliness and effectiveness of response to humanitarian crises.

The cluster system is a way of coordinating the response of all organisations involved in an emergency in 11 identified sector areas including; Emergency Shelter, Logistics, Health, and Water, Sanitation and Hygiene (WASH).

RedR’s role

We are involved with a number of different Clusters and recent initiatives include:

WASH (Water, Sanitation and Hygiene)
  • Project managing the selection and training of WASH Cluster Coordinators. RedR has run cluster coordination training courses in Geneva and Norway, as well as supporting regional courses in Kenya, Pakistan and Tunisia. We have set up a roster of WASH Cluster Coordinators that is now managed by UNICEF

  • Producing a WASH Cluster Coordination Handbook primarily for Cluster Coordinators but also for all people involved in the WASH Cluster

  • Developing emergency WASH technical courses. The courses have been piloted in three regions for practitioners in the field.
Emergency Shelter
  • Running technical and generalist Training of Trainer courses for Shelter specialists
Health
  • Delivering tri-cluster coordination training for the Health, Nutrition and WASH Clusters
Nutrition
  • Running coordination training specifically for the Nutrition Cluster

  • Providing tri-cluster coordination training for the Health, Nutrition and WASH Clusters
Emergency Logistics
  • Delivering Humanitarian Practice training for transport professionals
Education Cluster

"I learnt a lot from listening to experienced WASH Cluster Coordinators. The challenges of the WASH Cluster Coordinator role were widely discussed and because of this I knew what to expect when I got to Zimbabwe - and was able to better carry out my work,"

Souleymane Sow, WASH Cluster Coordinator, responding to the cholera crisis in Zimbabwe.
