When people are displaced or lose their homes there is an urgent need for shelter. However, to be effective, the shelter needs to be appropriate and the site properly planned. The importance of well constructed, planned shelter and sites also needs to be understood in the context of health and people's humanitarian rights.

The result of extensive consultations with a wide range of specialist organisations, this book takes a holistic view of shelter for displaced populations, extending beyond refugee camps to consider support for all of the settlement and shelter options open to displaced people. It offers co-ordinators and specialists a common planning tool which links strategy, programmes, projects, and technical information for use in the field.
This chapter is divided into two sections, comprising 1) Shelter and Settlement and 2) Non-Food Items: Clothing, Bedding and Household Items. Both sections provide general standards for use in any of several response scenarios, such as the return to and repair of damaged dwellings, accommodation with host families, mass shelter in existing buildings and structures, and temporary planned or self-settled camps.
