The module supports learners to ensure displaced people are in safe, secure and appropriate environments

Module description

This module provides an overview of the minimum standards concerning the location and planning of collective centres and other displacement sites. Topics include ways to ensure environments are safe and secure (standard 3.1) and physically, socially and culturally appropriate (standard 3.2). This module explores the potential vulnerabilities of displaced populations, the protection risks they may face and how the Minimum Standards can be used to mitigate these risks. The module focuses on the specific context of the Ukraine humanitarian response and provides opportunities for participants to consider the issues in light of their own experiences.

There are no pre-requisites for this module, but it is recommended that learners are familiar with the purpose and core content of the Minimum Standards before attending the module. Learners who wish to deepen their understanding before participating in this module are encouraged to watch the video 'Supporting displaced populations in the Ukraine humanitarian response: An introduction to the minimum standards for displacement sites' and participate in the module 'Supporting displaced populations in the Ukraine humanitarian response: Using the Minimum Standards in practice'.

This module is a facilitated module which uses participatory methods. It is expected that learners will participate in discussions and activities in order to deepen their understanding of the concepts that are discussed. Participants will be offered opportunities to share relevant personal experiences and reflections to benefit their own and others' learning. At the end of the module, participants will be provided with a summary of key messages from the module and a list of relevant resources.

Module objectives

• Explain the importance of ensuring that all personal information collected from site populations is appropriately gathered, stored and used,

• List considerations for defining what types of data should be collected, stored and used and explain what types of data are considered personal, sensitive or confidential,

• Describe best practice and ethical considerations for data collection, storage and use,

• List applicable data protection laws and policies,

• Describe the importance of establishing protocols to ensure that personal data is appropriately gathered, stored and used,

• Explain how to establish and maintain a site resident database,

• Assess how you can apply and contextualise the Minimum Standards key actions and indicators on data collection, storage and handling in your work.

Who should attend?

This module is for anyone who is working or volunteering with displaced people in Ukraine or neighbouring countries who would like to improve their ability to ensure that the sites in which displaced people are located are safe, secure and appropriate.

Course structure

Two online facilitated sessions of one hour duration each, total 120 minutes -with a 30-min break in the middle (delivered using Zoom)

How to join

If you would like to attend, please register through Eventbrite. You will receive instructions on how to join the course after registration. The live online sessions are hosted on Zoom. We recommend joining via the Zoom app. Participants may join the training via a browser, although the browser offers limited access to some of the interactive features of the training. Participants will be expected to have a stable internet connection and to actively participate in all facilitated sessions.

What is the language of the training?

Training will be facilitated by RedR UK international experts in the English language with simultaneous interpretation available in Ukrainian.

Безпечне, захищене та відповідне середовище для розміщення переміщених осіб

Модуль допомагає слухачам впевнитися, що переміщені особи перебувають у безпечному, захищеному та відповідному середовищі.

Опис модуля

Цей модуль містить огляд мінімальних стандартів щодо розташування та планування колективних центрів та інших місць переміщення. Теми включають способи забезпечення безпечного та захищеного середовища (стандарт 3.1), а також фізично, соціально та культурно відповідного (стандарт 3.2). Цей модуль досліджує потенційну вразливість переміщеного населення, ризики захисту, з якими вони можуть зіткнутися, і як мінімальні стандарти можна використовувати для пом’якшення цих ризиків. Модуль зосереджується на конкретному контексті гуманітарної відповіді в Україні та надає учасникам можливість розглянути проблеми у світлі власного досвіду.

Для цього модуля немає жодних попередніх умов. Проте перед відвідуванням цього модуля учасникам рекомендується ознайомитися з метою та основним змістом Мінімальних стандартів. Слухачам, які бажають поглибити своє розуміння, перш ніж брати участь у цьому модулі, пропонується переглянути відео «Підтримка переміщеного населення в рамках гуманітарної допомоги в Україні: Ознайомлення з мінімальними стандартами для місць переміщення» та взяти участь у модулі «Підтримка переміщеного населення в гуманітарна відповідь в Україні: використання мінімальних стандартів на практиці».

Цей модуль є спрощеним модулем, який використовує методи участі. Очікується, що учні братимуть участь в дискусіях та заходах, щоб поглибити своє розуміння концепцій, які обговорюються. Учасникам буде запропоновано можливість поділитися відповідним особистим досвідом та міркуваннями на користь власного навчання та навчання інших. Наприкінці модуля учасникам буде надано короткий виклад ключових повідомлень з модуля та перелік відповідних ресурсів.

Завдання модуля

Пояснити важливість ефективного управління обєктом та планування щодо інтеграції захисту, принципу не нашкодь та включення інвалідності

Описати потенційні ризики захисту, безпеки та охорони, з якими можуть зіткнутися люди в колективних центрах та інших місцях переміщення, і як це застосовується в контексті гуманітарної допомоги в Україні,

Визначити ключові дії, які необхідно вжити для забезпечення того, щоб усі мешканці та постачальники послуг жили в гідному середовищі, яке захищене від шкоди чи насильства (стандарт 3.1),

Виокремити ключові дії, які необхідно вжити для забезпечення того, щоб усі мешканці території мали відповідне фізичне, соціальне та культурне середовище (стандарт 3.2),

Визначити дії, які ви будете вживати, щоб оцінити або покращити безпеку, захист і відповідність колективних центрів або місць переміщення, в яких ви працюєте.

Хто повинен брати участь?

Цей модуль призначений для тих, хто працює або волонтерить із переміщеними людьми в Україні чи сусідніх країнах, і які хотіли б покращити свою здатність гарантувати, що місця, в яких знаходяться переміщені люди, є безпечними, захищеними та відповідними.

Структура курсу

Дві онлайн-сеанси тривалістю по годині кожна, загальна тривалість 120 хвилин з 30-хвилинною перервою в середині (провадиться за допомогою Zoom)

Онлайн-сесії в прямому ефірі проводяться на Zoom. Рекомендуємо приєднатися через додаток Zoom. Учасники можуть приєднатися до тренінгу через браузер, хоча браузер надає обмежений доступ до деяких інтерактивних функцій тренінгу. Очікується, що учасники мають стабільне інтернет-з’єднання та активну участь у всіх фасилитованих сесіях.
