This module supports learners to increase community involvement in decision making in collective centres and other displacement sites.

Module description

The module provides an overview of minimum standard 2.4: inclusive and representative governance structures are accountable to and have the capacity to meet the needs of the site population. The module explores underlying concepts that inform the standard, the actions that need to be taken in order to apply the standard and how the actions and indicators can be adapted to the Ukraine humanitarian response.

There are no pre-requisites for this module. However, before attending this module learners are encouraged to participate in the module 'Participation and representation of displaced communities (Participation, information sharing and feedback and complaints mechanisms)' on which this module builds. In addition, if learners are not familiar with the Minimum Standards, they are encouraged to watch the video 'Supporting displaced populations in the Ukraine humanitarian response: An introduction to the minimum standards for displacement sites' and participate in the module 'Supporting displaced populations in the Ukraine humanitarian response: Using the Minimum Standards in practice' before attending this module.

This module is a facilitated module which uses participatory methods. It is expected that learners will participate in discussions and activities in order to deepen their understanding of the concepts that are discussed. Participants will be offered opportunities to share relevant personal experiences and reflections to benefit their own and others' learning. At the end of the module, participants will be provided with a summary of key messages from the module and a list of relevant resources.

Module objectives

• Explain the importance of involving community members in decision-making in collective centres and other displacement sites,

• Describe decision-making structures in the context of collective centres and other displacement sites and the ways in which communities can be involved in them in,

• Explain what the concepts of inclusion and vulnerability mean in humanitarian responses,

• Identify which factors may create vulnerabilities in the Ukraine humanitarian response and which groups may be at risk of being marginalised or under-represented in decision-making structures,

• Consider how decision-making structures, community leadership and power dynamics impact inclusion and representation,

• Describe ways to ensure site level decision-making structures are accountable to and have the capacity to meet the needs of the site population (standard 2.4).

 

Who should attend?

This module is aimed at anyone who is working or volunteering with displaced people in Ukraine or neighbouring countries and who has a role in managing or coordinating a collective centre or other displacement sites, or anyone who wishes to deepen their understanding of the topic.

 

Course structure

95 mins facilitated sessions including a 10 minute break (delivered using Zoom)

How to join

If you would like to attend, please register through Eventbrite. You will receive instructions on how to join the course after registration. The live online sessions are hosted on Zoom. We recommend joining via the Zoom app. Participants may join the training via a browser, although the browser offers limited access to some of the interactive features of the training. Participants will be expected to have a stable internet connection and to actively participate in all facilitated sessions.

What is the language of the training?

Training will be facilitated by RedR UK international experts in the English language with simultaneous interpretation available in Ukrainian.

Залучення громад до прийняття рішень

 

Цей модуль допомагає учням посилити участь громади в прийнятті рішень у колективних центрах та інших місцях переміщення.

Опис модуля

Модуль надає огляд мінімального стандарту 2.4: інклюзивні та представницькі структури управління підзвітні та мають спроможність задовольнити потреби населення об’єктів. У цьому модулі досліджуються основні концепції, які інформують стандарт, дії, які необхідно вжити для застосування стандарту, а також те, як дії та індикатори можуть бути адаптовані до гуманітарної реакції в Україні.

Для цього модуля немає жодних попередніх умов. Проте перед відвідуванням цього модуля учасникам пропонується взяти участь у модулі «Участь та представництво переміщених громад (Участь, обмін інформацією та механізми зворотного зв’язку та скарг)», на якому базується цей модуль. Крім того, якщо слухачи не знайомі з Мінімальними стандартами, їм пропонується переглянути відео «Підтримка переміщеного населення в рамках гуманітарної допомоги в Україні: Ознайомлення з мінімальними стандартами для місць переміщення» та взяти участь у модулі «Підтримка переміщеного населення в гуманітарна відповідь в Україні: використання мінімальних стандартів на практиці» перед відвідуванням цього модуля.

Цей модуль є спрощеним модулем, який використовує методи участі. Очікується, що учні братимуть участь в дискусіях та заходах, щоб поглибити своє розуміння концепцій, які обговорюються. Учасникам буде запропоновано можливість поділитися відповідним особистим досвідом та міркуваннями на користь власного навчання та навчання інших. Наприкінці модуля учасникам буде надано короткий виклад ключових повідомлень з модуля та перелік відповідних ресурсів

Цілі модуля

• Пояснити важливість залучення членів громади до прийняття рішень у колективних центрах та інших місцях переміщення,

• Описати структури прийняття рішень у контексті колективних центрів та інших місць переміщення та способи, якими громади можуть бути залучені до них,

• Розтлумачити, що означають поняття інклюзії та вразливості в гуманітарних реагуваннях,

• Визначити, які фактори можуть створити вразливість у гуманітарному реагуванні в Україні та які групи можуть бути під загрозою маргіналізації чи недостатнього представлення в структурах, що ухвалюють рішення,

• Розглянути, як структури прийняття рішень, керівництво громади та динаміка влади впливають на інтеграцію та представництво,

• Описати шляхи забезпечення підзвітності структур, що приймають рішення, та їх спроможності задовольняти потреби населення (стандарт 2.4).

Хто повинен брати участь?

Цей модуль призначений для тих, хто працює або волонтерить із переміщеними людьми в Україні чи сусідніх країнах, і хто відіграє роль в управлінні або координації колективним центром чи іншим місцем переміщення, або будь-хто, хто бажає поглибити своє розуміння теми.

95-хвилинні заняття, включаючи 10-хвилинну перерву (провадиться за допомогою Zoom)
