How to apply the Minimum Standards while managing & supporting populations in displacement sites in Ukraine & neighbouring countries
Module aim
To provide an overview of how to apply the Minimum Standards while managing and supporting populations in displacement sites in Ukraine and neighbouring countries.
Module description
This module provides an opportunity for participants to consider how the Minimum Standards for Camp Management (the Minimum Standards) and key concepts in managing collective centres and other displacement sites apply in their specific context and that of the Ukraine humanitarian crisis response more broadly. It explores how the Minimum Standards can be applied alongside other complementary standards and explains when and how each of these sets of standards apply.
Participants can choose to take the module as a stand-alone overview of the Minimum Standards or can choose to participate in any of the additional modules in the series to deepen their understanding of specific aspects of the Minimum Standards. There are no pre-requisites for attending the module, but it is recommended that learners are familiar with the purpose and core content of the Minimum Standards. Learners who wish to deepen their understanding before participating in this module are encouraged to watch the video 'Supporting displaced populations: An introduction to the minimum standards for displacement sites'.
This module is a facilitated module which uses participatory methods. It is expected that learners will participate in discussions and activities in order to deepen their understanding of the concepts that are discussed. Participants will be offered opportunities to share relevant personal experiences and reflections to benefit their own and others' learning. At the end of the module, participants will be provided with a summary of key messages from the module and a list of relevant resources.
Module objectives
- Describe how the Minimum Standards for Camp Management apply in the context of Ukraine humanitarian response,
- Explain how the Minimum Standards complements other standards including the Core Humanitarian Standard (CHS), the Humanitarian Inclusion Standards, the Sphere Handbook and other sectoral minimum standards,
- List the five pillars in the Minimum Standards (site management policies and capacities, community participation and representation, site environment, site service coordination and monitoring and exit and transition) and link these to the specific context in which you are working,
- Explain the different purposes of the key actions, indicators and guidance notes,
- Describe why it is important to contextualise the indicators and put this into practice for the Ukraine humanitarian response,
- Assess ways in which you can use the Minimum Standards to support your work in the Ukraine humanitarian response,
- Identify your own next steps for improving your knowledge of and ability to apply the Minimum Standards to support people in displacement sites.
Who should attend?
This module is aimed at anyone who is working or volunteering with displaced people in Ukraine or neighbouring countries who may be involved in coordinating or implementing services, or assessing, monitoring and reporting on needs of displaced people.
Course structure
The modules comprises back-to-back facilitated live sessions of 110 minutes’ duration inclusive 10 minutes comfort break (delivered using Zoom)
How to join
If you would like to attend, please register through Eventbrite. You will receive instructions on how to join the course after registration.
The live online sessions are hosted on Zoom. We recommend joining via the Zoom app. Participants may join the training via a browser, although the browser offers limited access to some of the interactive features of the training. Participants will be expected to have a stable internet connection and to actively participate in all facilitated sessions.
What is the language of the training?
Training will be facilitated by RedR UK international experts in the English language with simultaneous interpretation available in Ukrainian.

Модуль надає огляд того, як застосовувати Мінімальні стандарти під час управління та підтримки населення в місцях переміщення в Україні та сусідніх країнах.
Опис модуля
Цей модуль дає можливість учасникам розглянути, як Мінімальні стандарти управління табором (Мінімальні стандарти) та ключові концепції управління колективними центрами та іншими місцями переміщення застосовуються в їх конкретному контексті та ширшому контексті реагування на гуманітарну кризу в Україні. У ньому досліджується, як Мінімальні стандарти можуть застосовуватися разом з іншими доповнювальними стандартами, а також пояснюється, коли і як застосовується кожен із цих наборів стандартів.
Учасники можуть обрати пройти цей модуль як окремий огляд Мінімальних стандартів або взяти участь у будь-якому з додаткових модулів серії, щоб поглибити своє розуміння окремих аспектів Мінімальних стандартів. Немає жодних передумов для відвідування модуля, але рекомендується, щоб учасники були ознайомлені з метою та основним змістом Мінімальних стандартів. Особам, які бажають поглибити своє розуміння, перш ніж брати участь у цьому модулі, пропонується переглянути відео «Підтримка переміщених груп населення: Введення в мінімальні стандарти для місць переміщення».
Цей модуль є спрощеним модулем, який використовує методи участі. Очікується, що учні братимуть участь в дискусіях та заходах, щоб поглибити своє розуміння концепцій, які обговорюються. Учасникам буде запропоновано можливість поділитися відповідним особистим досвідом та міркуваннями на користь власного навчання та навчання інших. Наприкінці модуля учасникам буде надано короткий виклад ключових повідомлень з модуля та перелік відповідних ресурсів.
Цілі модуля
• Визначити, як мінімальні стандарти управління табором застосовуються в контексті гуманітарної допомоги в Україні,
• Пояснити, як Мінімальні стандарти доповнюють інші стандарти, включаючи Основний гуманітарний стандарт (CHS), стандарти гуманітарного включення, довідник Сфера та інші мінімальні галузеві стандарти,
• Зазначити п'ять стовпів у Мінімальних стандартах (політика та можливості управління місцем розташування/саб-сайтом, участь та представництво спільноти, середовище саб-сайту, координація та моніторинг послуг саб-сайту, вихід і перехід) і зв'язок їх із конкретним контекстом, у якому ви працюєте,
• Пояснення різних цілей ключових дій, індикаторів та інструкцій,
• Описати, чому важливо контекстуалізувати показники та застосувати це на практиці для гуманітарної реакції в Україні,
• Оцінити, як ви можете використовувати Мінімальні стандарти для підтримки своєї роботи в рамках гуманітарної допомоги в Україні,
• Допомогти визначити свої власні наступні кроки для покращення ваших знань та вміння застосовувати Мінімальні стандарти для підтримки людей у місцях переміщення
Хто повинен брати участь?
Цей модуль призначений для всіх, хто працює чи волонтерить із переміщеними особами в Україні чи сусідніх країнах, хто може бути залучений до координації чи впровадження послуг, чи оцінки, моніторингу та звітування про потреби переміщених осіб.
Структура курсу
Модулі включають в себе прямі сеанси у прямому ефірі тривалістю 110 хвилин, включаючи 10 хвилин комфортної перерви (доставляються за допомогою Zoom)
